Vicksburg Board of Mayor and Aldermen agenda items

Meeting Tuesday, with Mayor Laurence Leyens absent, the Vicksburg Board of Mayor and Aldermen:
* Approved a request from the American Heart Association to host a Heart Walk at Riverfront Park March 28, at 9 a.m.
* Heard from James Dixon, who would like to establish a co-ed boxing program for youths in Vicksburg.
* Awarded a bid from Bell’s Towing for towing services ranging from $70 to $350 and service call charges from $70 to $90.
* Received bids for line-item recreational supplies from Sports Center of Natchez and Southern Electric Supply Company of Vicksburg.
* Received a bid for leasing two bulk liquid carbon dioxide tanks and 30 tons of carbon dioxide from nexAir of Pearl for $4,690 per month.
* Approved a clerical correction made to a change order for an NRCS stabilization project on Hills of the Valley Street.
* Authorized seeking bids for manholes, rings and covers, as well as for architectural services for the construction of a T-hangar at Vicksburg Municipal Airport.
* Paid $30,452 to Tiger Corporation for mowers and $76,102 to Crain Tractor & Equipment Inc. for tractors.
* Accepted a plat for YMCA Place phase one of a proposed medical center.
* Approved the budget amendments in the general fund to increase $10,000 to reflect a fireman’s fund donation, an increase in the fire department supplies of $10,000 and an increase in administrative services of $92,500 for an NRCS grant; in the airport development fund, a decrease in supplies by $69,850 and an increase to services in the same amount for additional services; in the federal grants fund, an increase of $221,000 due to two NRCS grants and a decrease of the same amount in the services category.
* Amended the city charter to clarify the legal description of the city boundaries.
* Accepted Federal Aviation Administration funds to create an airport layout plan for Vicksburg Municipal Airport for $50,000 by Jackson-based Neel-Schaffer.
* Approved requests from the parks and recreation department for $539.55 in advertising for the 2009 Tennis in the Park spring mini-camp on March 9-13, and up to $1,000 for shirts and plaques.
* Authorized hiring Anthony Dodgen, Martina Garda, Alex Dominguez, Sarah Peters and Push Pendra RayPurohit for the 2009 Tennis in the Park spring mini-camp.
* Accepted an application for tax exemption for 1509 Washington St. — known as the Super 10 Building — owned by Riverbend Development LLC, and adopted a resolution to grant conditional approval for a tax abatement on the property.
* Appointed Jim Donley as an election commissioner. One commissioner remains to be chosen.
* Tabled a request from Profiles Mississippi magazine for a $1,200 advertisement.
* Approved a request for a $100 ad from Fidelity Lodge 507 for the Mississippi State Association of Elks 85th Annual State Convention to be held June 17.
• Approved a $7,500 payment to the Warren County Soil and Water Conservation District.
• Approved the following monthly payments to Vicksburg-Warren E-911 for the city’s share of dispatchers’ salaries, matching benefits and insurance: $33,055.63 for August; $35,884.36 for September; $32,544.02 for October; $31,630.78 for November; and $41,650.56 for December.
• Approved Charlie Stamps in the animal control department to the employee driving list.
In executive session, the board:
• Accepted the resignation of an employee in the human resources department.
• Accepted the termination of an employee in the police department.
• Discussed one personnel matter in the police department.
• Discussed one potential litigation matter.
The next board meeting is scheduled for 10 a.m. on Wednesday, Feb. 25, in room 109 of the City Hall Annex, 1415 Walnut St.
