Above, ice forms on the ground under the Culkin Water District tower on Oak Ridge Road Thursday morning after a ball valve and pressure gauge at the base of the tower burst due to the freezing temperatures. Culkin Water District employees opened another valve and a fire hydrant to release about 50,000 gallons of water to lower the pressure on the valve for repairs, said Culkin Water District General Manager John Gunn. The water was shut off and the valve repaired by 12:30 p.m. Warren County Road Department crews cleaned out ditches to reroute the water so it would not cross Oak Ridge Road and form ice.
