Election system flawed

I understand there are four people running for supervisor in District 5. This means one could be elected with 25 percent of the tally, plus one vote. There is something very wrong with this. It does not convey the will of the majority of the voters, the very reason for elections. No one should occupy any elective office with less than 50 percent of the votes.
What happens when there are 10 or more Independents, a Democrat and a Libertarian or some other party member in the race? Should the people be forced to accept someone in a public office with eight or nine percent of the vote?
I do not know who should be the one to correct a situation like this, but I do know it needs changing.
Where is the outcry? People should be kicking up a fuss at every opportunity.
