City waives penalty for some flooded homes

Eleven homeowners in Ford Subdivision and Kings will not be penalized if the city razes the structures.

The Board of Mayor and Aldermen Monday waived the city’s 25 percent penalty. The board also granted extensions to four owners, giving them time to remove the structures.

The city bills property owners the cost of demolition plus a 25 percent penalty if city employees or a contractor hired by the city has to demolish a building.

The board in August approved waiving the 25 percent penalty on a case-by-case basis for homes in the city’s flood plain that were damaged by the spring 2011 flood, when the Mississippi River reached 57.1 feet, or 14.1 feet above flood stage.

Twenty-eight demolition permits have been issued in Kings and Ford and the city has demolished one home, city inspection department records show.

City buildings and inspections director Victor Gray-Lewis recommended waiving the penalties.

On the list are: 106 Browns Alley, 173 Williams St., 90 Chickasaw Road, 349 Hutson St., 69, 123, 132 and 143 Kings Crossing Road, 3621 and 3695 N. Washington St., and 80 Taylor St.

Extensions were granted for four other properties.

Gray-Lewis said another property owner in Kings has signed a memorandum of understanding with the city, which allows people to rebuild without following the city’s flood plain regulations.

The property owner, however, loses the rights to Federal Emergency Management Agency assistance if the house floods again.
