City workers in wrecks will be tested for drugs

City of Vicksburg employees will be tested for drugs and alcohol if they have an accident while driving a city vehicle under a revised drug and alcohol policy.

The Board of Mayor and Aldermen Wednesday tabled approving the policy until the board’s Dec. 3 meeting to give interim human resources director Walterine Langford time to re-type the policy, which was lost because of a computer malfunction.

Langford said the policy was being revised to comply with a new state law requiring post-accident drug and alcohol testing on employees who have an accident while driving government vehicles.

“Before, you could test an employee if you suspected their physical condition or behavior indicated that they were on drugs or alcohol,” she said.

She said another provision of the policy requires the employee to prove that the drugs or alcohol in his or her system did not contribute to the accident.

In other action, the board:

• Recognized the following employees on their anniversaries with the city: Donald McAuley, wastewater, 25 years; Michael Presson, traffic, and Randy Brown, vehicle maintenance, 10 years; firefighter Christopher Holman, police officer Robert Whitten, and Thomas Keen, sewer, five years.

• Reappointed Betty Bullard and Toni Langford-Ferguson to the Board of Architectural Review.

• Rescinded action on Oct. 26 approving the 2012-14 equal employment opportunity plan, and approved a revised plan. The plan approved on Oct. 26 had errors in its statistics, Langford said.

• Approved the Mississippi Department of Transportation Title VI assessment report on city employment practices.

• Approved an application/schedule for excess loss policy with TRU Services on behalf of American Fidelity Assurance Co. for the city’s self-insured health plan.

• Approved paying $30,014 to Eastern Aviation Fuels Inc. for aviation fuel at the Vicksburg Municipal Airport.

• Approved adding Vicksburg Convention Center employee Thomas Dunlap to the city driving list.

• Approved bank statements from Trustmark Bank and BancorpSouth.

• Approved the following reports: city sexton, privilege license, mayor and treasurer, delinquent tax collection, monthly tax collection and detailed budget.

• Approved the claims docket.
