Auditor: County finances get A+

An auditor heaped praise on Warren County’s Board of Supervisors and the county’s accounting staff when he delivered the audit of the county’s financial records for fiscal year ending Sept. 30, 2015.
David Bridgers of Bridgers and Goodman PLLC told supervisors, “Everything looks good. I want to compliment the accounting function of the county. You have good people in place who know their jobs and do it well. It has been that way for a few years.”
Bridgers said his firm found “no problems of any kind. It’s a clean audit opinion, the best you can do.”
He reported the county had on hand at the end of last fiscal year $17.877 million in cash, with $8.357 million restricted, meaning those funds would be needed at some point to pay liabilities.
“That’s the measure of a good county being run properly when you have cash to weather a storm. You are financially strong enough to deal with problems,” Bridgers said.
He said current liabilities at the end of the 2015 fiscal year were $2.390 million.
“That means your ratio of funds to liabilities is about four to one and that’s really good. It’s due to lots of years of good financial management,” Bridgers said.
During fiscal year ending 2015, the county took in revenues of $33.311 million and spent about $33.323 million.
“You were about $12,000 in the red, which means when your talking about $33 million, you really broke even,” he said. “Government’s function is to not make money, but to break even. I would grade that as an A-plus.”
The county’s long-term debt stands at $4.174 million.
“Your debt is relatively low, your cash position is relatively high. You’re in good financial condition,” Bridgers told supervisors.
In other business Monday, the county:
• approved hiring Charles Morris as a boat pilot. Buddy Poole, the county’s road manager, said with Morris’s hiring, the county now has two boat pilots.
“That allows us, starting today, we have our ferry back operating seven days a week, 12 hours a day,” Poole said.
• approved a sub-contract request No. 1 for the 2016 Warren County Paving Project No. 75(334), as recommended by John McKee, county engineer, who works for the county’s contracted engineering firm Stantec.
• approved a variance request on Glass Road Subdivision, also at the recommendation of the county engineer.
• approved the annual renewal of Delta Software, as recommended by Tonga Vinson, county purchasing agent.
• approved cutting a check for $12 for a tag for the road department’s new debris truck, also recommended by Vinson.
• approved recommendations for objections regarding personal and real property assessment and reductions of the 2015 personal property assessment roll, presented by Ben Luckett, tax assessor.
• approved invoices presented by the county’s engineering firm.
• approved supervisors attending the Mississippi Association of Supervisors’ 2016 Fall Education Workshop in Starkville on Oct. 24-26.
• approved the purchase of a $300 full page advertisement in the Mississippi Supervisor magazine for the quarterly publication during 2016-17.
• authorized the issuance of a check for $7,500 payable to USDA APHIS Wildlife Services for the 2016-17 Beaver Control Assistance Program and authorized the board president Richard George to sign the cooperative service agreement.
• authorized the board president to sign a contract for professional services with Central MS Planning and Development District to develop an updated Hazard Mitigation Plan for Warren County in the amount of $2,500.
• approved spending $500 for an advertisement with the House of Peace Worship Center for the third annual Leadership Conference on Sept. 16-17.
• authorized the advertising of the public notice for a public hearing on the FY 2016-17 budget and proposed tax levies, which will be held Tuesday, Sept. 6, at 9 a.m.
• accepted the resignation of Gary Estes from the Vicksburg Tallulah Regional Airport Board.
• approved the Vicksburg Bridge Commissions claim docket for the month of July and its minutes from its July 13 meeting.
• accepted the tax collector’s report of privilege tax license collections for July.
• acknowledged Monday, Sept. 5, as a legal holiday for the observance of Labor Day.
• approved a pauper’s burial affidavit.
• accepted a notice from the state Department of Revenue to disallow the Homestead Exemption credit given to a list of applicants for the period ending Dec. 31, 2015.
• approved and order directing the Warren County Tax Collector to re-assess and list identified properties as subject to all taxes and authorize the board president to sign.
• approved an order where the county’s board of supervisors enters their objection to the action of the state’s department of revenue in disallowing the Homestead Exemption for a list of applicants.
The board will meet next on Tuesday, Sept. 6, at 9 a.m. That meeting will begin with a public hearing on the board’s proposed 2016-17 fiscal year budget and proposed tax levies.
