Culkin Volunteer Firefighter Kenny Pugh uses a water pack to spray railroad cross ties as Warren County Volunteer Fire Department Coordinator Kelly Worthy removes smoldering cross tie fragments from the railroad tracks that run parallel with Silver Creek Drive and Newman Road about two miles west of Bovina Thursday.
