Atwood Fence Company employee Noel Ballesteros secures a guard-rail post on West Clay Street just past Interstate 20 Monday. The right lane of West Clay Street was blocked just past the Scottish Inn while work on the railing at the site was completed. Mississippi Department of Transportation District Construction Engineer John Spencer said guard railings along Interstate 20 and U.S. 61 South were being replaced to match current standards and replace obsolete designs.
