Vicksburg Board of Mayor and Aldermen agenda items

On Tuesday, the Vicksburg Board of Mayor and Aldermen:

* Proclaimed Tuesday as Charles Scott Day. Scott is a 32-year Army veteran who served in the Korea and Vietnam wars, and is American Legion State Commander of District 6.

* Acknowledged city employees for their service, including Bernard Smith, Skipper Whittington, Jimmy Greenlee and Dennis Hicks for 15 years; Orlando Jones, Rosalie Theobald and Victor Parson for 10 years; and Sedrick McKinley for five years.

* Accepted a certificate of retirement from Barbara Luke in the city clerk’s office and Pauline Renfrow in the information technology department.

* Approved request from SLS Properties, LLC, to have a conditional building permit issued for 188 YMCA Place.

* Discussed dilapidated buildings and overgrown lot codes at 2220 Pearl St. and 204 Williams St., and authorized Director of Buildings and Inspections Victor Gray-Lewis to proceed to cut, clean and/or demolish properties.

* Authorized the mayor to execute a notice of establishment of a quiet zone in the Vicksburg Garden District. Trains will no longer sound horns at the intersections of Court, Oak and Klein streets effective December 22.

In the absence of Mayor Laurence Leyens, who left the meeting early, the board:

* Authorized the city clerk to advertise for sealed bids for sewer pipe and castings, and asphalt.

* Accepted recommendations from the zoning board of appeals to amend Section 201 Definitions of Ordinance 71-8 of the Code of Ordinances of the City of Vicksburg to add a definition for outdoor advertising signs, and amend Section 408.9 Signs in the Public Right of Way of Ordinance 71-8 to allow advertising on NRoute buses, benches or bus stop shelters.

* Adopted a resolution authorizing the preparation and submittal of an application to the Fireman’s Fund Heritage Reward Grant Program for 2008.

* Authorized Marcia Weaver to make an online application to Fireman’s Fund Heritage Rewards Grant Program. Weaver said if awarded, the grant would be for $10,000 in non-matching funds to provide equipment and training for the Vicksburg Fire Department.

* Authorized the mayor to execute a grant compliance agreement between the City of Vicksburg and the Fireman’s Fund Insurance Company.

* Approved a change in the payment method on the accumulated personal leave policy for city employees.

* Approved Jerald Smith, Terrell Smith and Charles Squire, all in the right of way department, to the employee driving list.

* Approved a payment invoice of $6,746.35 to the Vicksburg-Tallulah Regional Airport.

* Approved a payment invoice of $20,925.40 to VenuWorks Inc., which manages the Vicksburg Convention Center and Auditorium, for the 2008 variable management fee.

* Approved a request from the National Association for the Advancement of Colored People Vicksburg Chapter for $100 in advertising for its 12th Annual Freedom Fund Celebration souvenir program.

* Approved $4,506.73 in advertising for the Vicksburg Main Street Program in December.

* Accepted a letter of resignation from Ann B. Jones from the Vicksburg Convention Center Advisory Board.

* Approved reports on delinquent tax collections in September, monthly tax collections, city sexton, privilege license and mayor and treasurer.

* Approved the claims docket.

In closed, executive session, the board:

* Approved eight longevity action forms in the street (2), fire (2), water treatment, Main Street, water maintenance and landscaping departments.

* Approved the hiring of three employees in the vehicle maintenance, Main Street and water maintenance departments.

* Approved 47 pay raises in the police (46) and gas departments. The raises in the police department were for quarterly performance reviews.

* Discussed one issue in the parks and recreation maintenance department.

The next board meeting is scheduled for Monday, Dec. 1, at 10 a.m. in room 109 of the City Hall Annex, 1415 Walnut St.
