School district fumbled the ball for VHS homecoming parade

I am writing this in regards to why it is the buses never got to the band hall at Vicksburg High School in time to pick up the band in time for them to march in the homecoming parade in downtown Oct. 18. I had heard that they were informed that the Vicksburg High parade was not starting until 5 p.m.
I cannot figure out that reasoning because the Warren Central parade, which began at 4, was done by 4:30, followed by the Alcorn band’s performance and behind it was the homecoming maid, cheerleaders, etc., of Vicksburg High School’s part in the parade.
My thought is, why is it someone spent more than $1,600 to bring Alcorn’s band here, but could not go and pick up the Vicksburg High band on time. This deprived many parents of seeing their children in the band march, especially the ones whose children are seniors.
Also, why on earth would anybody schedule both high school parades on the same day to run back to back? That was asking for trouble, because the traffic after the fact was awful.
So I ask, who fumbled the ball here on this matter?
