Revamp elections

Why cannot one of our elected leaders introduce a bill or an amendment in the House of the Senate to require a run-off vote for all elections in the United States so that whoever wins will get more than 50 percent of the vote.
Joe Lieberman lost the Democratic nomination for senator in Connecticut. Then he ran as an independent candidate and beat the man who beat him in the Democratic primary because the vote was split three ways.
