Meeting Monday:

• Approved the minutes from the April 25 meeting.

• Heard a report from Vicksburg Police Chief Walter Armstrong about the Summer Youth Street Ball Program. Armstrong said about 450 people participated in the six-week program that ended last week.

• Approved a contract with Siemens Inc. of Flowood for energy services.

In a related matter, the board accepted a $67,200 bid from Metro Mechanical Inc. of Bolton to install light fixtures at City Hall, the City Hall Annex and the police station. The project will be paid through a $101,974 Mississippi Development Authority Energy Efficiency grant.

The board rejected a lower bid of about $44,000 from FMS Lighting Systems of Jackson because the bid did not include a programmable thermostat, which was required under the bid specifications.

• Approved the following budget amendments: amended the grant fund to include a $62,000 grant fund for the Good Shepherd Community Center Grant Program, and a $9,000 domestic violence prevention grant; transferred $12,000 from the grant fund to the city court contractual services accounts; transferred $11,600 from the Vicksburg Main Street program’s unallocated funds account to the organization’s contractual services fund for the organization’s branding and marketing survey.

In a related matter, the board authorized Mayor Paul Winfield to close out the 2010 Mississippi Department of Human Services grant for the Good Shepherd Community Center.

• Authorized Winfield to sign a contract with Patrick Webb and Patrick Spencer for paramedic training and certification.

• Authorized charging the following property owners for cutting and clearing their property: 605 Longview St., Tarik Singleton and Moonmist Drive, State of Mississippi.

• Authorized building and inspections director Victor Grey-Lewis to remove dilapidated buildings and cut and clear property at 710 Beresford St., 2232 Grove St., 1331 Magnolia St., and 916 Walnut St.

• Authorized city clerk Walter Osborne to advertise for bids for asphalt for the city cemetery.

• Approved $150 for advertising in the Vicksburg High School football program.

• Approved a $100 donation for the Vicksburg Swim Association’s Gator Bait Triathalon and Open Water Swim on Aug. 27.
