Supervisors vote to help raise reward

With murder suspect Rafael McCloud still missing, the county decided to do what it could to help with the effort to have him found.
The Warren County Board of Supervisors voted Monday unanimously to contribute $2,500 to the reward money in the capture of Rafael McCloud.
“For this individual to be on the loose in this community is extremely alarming and frightening to a lot of people, as well it should be. It’s incumbent upon us to do all that we can do to assist law enforcement in their efforts to capture this individual,” board president Richard George said.
The city of Vicksburg chipped in $5,000 to the effort Friday in addition to the $2,500 offered by Central Mississippi Crime Stoppers. That makes a total of $10,000 in reward money for a tip that leads to the arrest of McCloud.

Other business discussed at Monday’s Board of Supervisors meeting:
A public hearing was held at 9 a.m. for the intention of the board to issue general obligation bonds not to exceed $3.5 million. No objection was made against the bonds being issued.
The bonds will be issued in an effort to raise money to update the county radio and covert transmission towers to MSWIN, or the Mississippi Wireless Information Network. The system will aid communication across the state and locally in times of disaster.
“This MSWIN radio system is a great upgrade in interoperability between the state, local emergency responders as a whole. Our radio system was in need of upgrade as technology certainly continues to advance,” George said.
In addition to transferring to MSWIN, the bonds will also purchase and house radio equipment for public safety, public works and E911 services.
Austin Golding, of Golding Barge Line Inc., made a presentation on the reconstruction of Golding Brothers Development corporate headquarters and warehouse on Lee Street. The purpose of the presentation was for the board to approve an abatement from ad valorem taxation.
“This headquarters has allowed us to put our stake down in Vicksburg and really wave the Vicksburg flag as we grow this business and continue to try to attract employees to our company and to this area,” Golding said.
He said the company has added 11 towboats, 30 barges and over 100 people since 2009. Now, he said the company is operating 20 towboats, 52 30,000-barrel tank barges, 18 10,000-barrel tank barges and has 212 employees. Even with the price of oil dropping in recent months, the company is continuing to grow.
The board granted the abatement for seven years, from 2016 to 2022. The company will pay only taxes pertaining to the school district.
“The abatement policy allows to accommodate for those types of business deals where property is greatly enhanced and upgraded and will be a large increase to our assessed value and in seven years will be a large increase to our taxes collected,” George said.
