Jacques reopened Wednesday after a meeting between city officials and owner Jay Parmegiani resulted in an agreement involving night club operations.

The meeting followed an early Monday morning incident in which shots were reported fired in an area outside the business, forcing city officials to close the business.

Mayor George Flaggs Jr. said after the meeting that Parmegiani already had the proper security and safety procedures in place and had them in place during a private party that was going on at the time the reported shooting occurred. No shots were fired in the business, police said. The incident remains under investigation.

“As far as I’m concerned, he used all the precautions he should have used and he had adequate security. It’s just unfortunate those persons involved were in his establishment that night,” Flaggs said after the Wednesday morning meeting.

“The shooting incident that occurred early Monday morning is not to be seen as a reflection on Jacques,” Parmegiani said in a written statement.

“It is Jacques protocol to diffuse the situation and immediately call VPD if staff witnesses any type of altercation inside the Jacques premises to insure the safety of patrons and the general public.

“My staff, party guests, nor myself witnessed any type of altercation or behavior inside of Jacques during our company Christmas Party that would lead any of us to believe that a shooting would occur off of the Jacques premises after any guests left my establishment.

“The matter is still being investigated by the VPD and it is our strong hope that this matter is quickly solved for the citizens of Vicksburg and no other incidents of this manner occur in our wonderful downtown area. Jacques has always and will continue to provide security service to ensure the safety of our patrons.

“We would like to thank the citizens of Vicksburg and our patrons for their support while this unfortunate incident was being investigated and for their continued business in the future.”

The shooting incident occurred about 1:37 a.m. Monday.

According to police reports, police believe the argument involving two people began inside Jacques and moved outside.

Police Chief Milton Moore said the city’s video cameras caught some of the incident on film, adding one person was in the parking lot of the Cottonwood, across the street from Jacques, and fired a shot at someone at the intersection of Crawford Street and Washington, who returned fire.

Flaggs said the video showed at least one shooter — the one who fired from the parking lot toward Crawford — was at the private party at Jacques and is an employee of 10South. Police have been unable to locate that person, but are searching for him.

“We are lucky no one was wounded,” Moore said.
