The Warren County Parks and Recreation Commission is a month away from presenting the Warren County Board of Supervisors plan it said will overhaul the operations of Clear Creek Golf Course.

During a work session of the Board of Supervisors, Commission President Alvin Taylor said the commission is still a month away from being in a position to present the reorganizational plan. The timing of the presentation will also come as supervisors are putting together the county’s 2020-2021 budget.

“This is a plan of action so they would know how to fund us,” he said after the meeting. “In the past, the other (commissions) didn’t have a plan. They just met and were gone. Everything’s got to be redone out there. This is a plan of action. This is a proposal of what we would like to see done at the golf course, so they can tell us what they can fund and what they can’t fund.”

In addition to presenting the plan to the supervisors, Taylor said he and the rest of the commission have worked to put fundamental changes in place at the golf course including improved by-laws for the commission itself, better organizational changes and procedures, and more focus on personnel issues at the golf course.

“We’re trying to do it all at the same time,” Taylor said of the proposal for the golf course and organizational changes to the commission.

In a related matter, the supervisors learned Tee Snap, a computerized point-of-sale software to help keep track of activity and promote the golf course, has been installed.

Parks and Recreation Commissioner Joe Tom said the program’s software is in place and the clubhouse employees are familiar with the program.

“We have input all the data on all the golfers who are coming in so all the cashiers will know everybody who comes in the door and will know if the golfer is a member and how much to charge for that day and whether they will ride (a cart) or walk,” Tom said. 

In addition to training on the new point-of-sale program, employees have also been trained on how to maintain the course’s new Facebook page and website. Tom said the new website will have information on events and tournaments, as well as individual scores from tournaments held at the course.

District 3 Supervisor Shawn Jackson said the commission took the initiative in developing the reorganizational plan for the course.

“We wanted them to come back to the board with a report (on the golf course),” she said. “They went ahead and developed this plan; from what I hear it is a very extensive plan.”

She said the report was needed to help with the commission’s budget.
